Has anyone else noticed that the Notification center will not notify a user unless the app is running in the background? The exception is the phone and message app. When FB, Words With Friends (don't judge) or any other app the had been DLed from the app store, won't appear in my menu unless it had been running in the BG. Am I simply doing something wrong?
