iPhone Notifications overlap since Updating to iOS 9.3 and still persists on 9.3.1

Since I updated to iOS 9.3 I started having this overlap of notification with each other

And I updated to iOS 9.3.1 but this still persists. I have not been able to find a solution to this problem.

Restarting phone does not fix it.
