I think they refer to the new implementation in iOS11 about scanning something into Notes…Ah, that would be “Notes!” I didn’t realize that it wasn’t in English.
The notes app isn’t really for scanning. It’s for writing, typing, and importing to a note. My suggestion is to scan the document or take the photo with another app, then insert that scan/photo into notes.
Also, be sure that in your iCloud settings (both on the iPad and the MacBook) that Notes is checked.
Apparently it is unsupported in MacOS Sierra… hopefully it will work after September 25 with the launch of macOS 10.13 High Sierra.
