The number of app updates isn't updated immediately after every app update.

I’ve had this on the public release of 15.0. I skipped 15.0.1, and installed 15.0.2 today so it remains to be seen if it’s still there. I’ll keep an eye out for it next time I check for updates and let you know.

Edit (10/12): I had a few updates today and yep, the number is still lagging behind on 15.0.2 also.

Mine has been doing this forever. I’m still on 14.8. I believe it is probably intended behavior. If automatic updates is turned on it periodically will update the apps for you while on a charge. Doesn’t bother me. I just set it and forget it.

That happens when the data on the page is out of date. If you scroll to the top and swipe down to refresh there is likely more apps that need updating and the number will change to represent the current amount. Its easy for use to count them but its operating off two separate systems...

This is my iPad....I manually updated some apps to get the counter off.

Ok, but what I've wondered about this is HOW OFTEN do apps actually bother to update - how often does iOS actually take action and update apps? Every time I check on my wife's phone for whatever problem she's having, one of the first things I do is check for apps needing updates. She always has like 40 apps needing updates even though she has the automatic updates turned ON in Settings -> App Store, even though she plugs in every night for charging, and her phone is on the house wifi just fine.

So on *my* phone I feel compelled to manually check for updates every single week. PITA.

iOS uses a staged roll-out system for automatic updates:

They update apps by the 7 days following the update release, BUT if you check and force the update in the App Store it updates immediately.
