When the screensaver is running, colors are vivid. When then touch the trackpad to login password, the color goes muted. Is this a feature or odd quirk? Does anyone else see this color shifting? XDR set to 6K.

Sounds like it's changing color space as it's coming out of screen saver which is odd, are you logged in at this point or do you have to log in before it goes back to normal? Maybe it's a limitation of the T2?

Either way what's your display preset? (see below)

FWIW, there is a known True Tone "bug" of sorts (at least on on iMac and MBP) that presents itself when using any calibrated display. What you are describing sounds similar.

I've seen darkened colors behind the login window on multiple machines in Catalina, but the login window text/icon itself are never darkened/muted.

Thats not a bug, thats how the screensaver works. The login dialogue puts a transparent tint over the entire window.
