If apps are going to go on sale they will go today, Apple is shutting down iTunes Connect tomorrow until the 28th so no changes can be made. This means that if they don't post the sale today it wont be until the 28th.

With that said, I've posted my sale on iOwn and it should be showing up shortly!

I doubt you can,
due to the itunes connet shut till 28th, and it also takes sometime to processe the requests.
