For a variety of reasons, I like to keep Mail in Offline mode most of the day (Mailbox>Take All Accounts Offline) which prevents new email from being received or sent.

I've been doing this for years on Mail, but I just upgraded to El Capitan and I'm realizing that Mail in El cap doesn't like to stay in Offline mode. I can turn Offline mode on, but the moment I do anything in Mail (selecting a message, sending a new message, searching, etc) Mail takes my accounts back Online.

Is there anyway I can get Mail on El Capitan to remain in Offline mode until I turn it back Online? This is how it alway used to be. Thanks!
 
Since I don't use "Offline Mode" I hadn't noticed any problem but testing I get the same behavior with my Gmail-based account...but not with my Office 365 (Exchange) account.

Seems like a service-specific issue if others see the same thing. I haven't heard how to fix it.
