Ok I restored my 3.1.2 3GS & have SHSH I need some help with the downgrade process

Phone Froze with Apple Logo and I did a restore which of course updated me to 3.1.3, I have my SHSH on Cydia server, but am a bit confused on the process to get back to where I can jailbreak again.

So, open the file C:\Windows\System32\drivers\etc\hosts (Windows) or /etc/hosts (Mac OS X) and add the following entry to the bottom of the file.

74.208.10.249 gs.apple.com

Where and how do I do this? Is there a video on YouTube that someone recommends.
