My PR person has given me a new subtitle to use for my app, which I cannot change without submitting a new version. My question is, will Apple allow me to submit a new version that contains no actual changes to the app itself, or do I need to wait until I have made an improvement to the app, such as a new feature or bug fix?
 
You can do it. They have no way to know what changed. Just say "Bug fixes and performance enhancements" like everyone else.
 
Yup, you can. Question is whether this new subtitle is that important? What is your timeline for the next update with actual fixes and improvement? If there is no plan, then you can submit it. If there is one not too far away, then wait.

Some app developer like Facebook or their Messeneger app and Textfree use the same canned ones each version or Antutu sometimes just state “bug fix”
