I have a 2009 iMac (dinosaur I know). It will not start up. Tried to reinstall El Capitan and it will not. PLEASE HELP!

Start up has the Apple logo and status. Disk Utility window tried first aid-no issues found. Tried re install- recovery HD is locked.

1. Open the iMac and replace it with an SSD.
2. On another Mac, go to dosdude1.com and download the Catalina Patcher
3. Create a USB installer with that Catalina patcher
4. Plug the USB to the 2009 iMac, boot from it
5. Format the newly installed SSD in APFS, GUID
6. Install Catalina to it.

OP:

If you don't have any other bootable drive, and you don't have another Mac to use, you can go on ebay and buy a "pre-made" USB flashdrive with a bootable copy of the installer on it.

There are a few sellers there who offer them, with the OS of your choice.
Just "boot it and go".
Will cost about $20 or so.

If nothing else works, I suggest you try that as a last resort.
