My old iPhone insists that I put the old password which I use with my newer iPhone. The old one is used by one of my family members. How do I force itto use the new user ID ?

The old password you mean it uses another Apple id that you don't use any longer?
It's not just a password it's an Apple ID and password combo.
Go into settings, AppStore and log out from that account.
Also remove all apps bought with that old Apple id and download them with the new one so it doesn't ask you for the old login and password.

But the new ID is still in use on another phone by another person. Won't it sync and erase all applications in the new one?

No.
If you log out from this phone it won't do anything to the other phone still using it.
