This feels like an extremely basic question, but I've searched for answers and can't find anything specific enough:

I have an iPhone 11 Pro running 13.2.3. What is the oldest macOS that would be compatible with my device and iOS?

I know High Sierra works with it, but I was wondering if anything older would also work? Yosemite, etc?
 
If you mean, which macOS can support a version of iTunes that supports iOS 13? iOS 13 requires at least iTunes 12.8.x, which requires a minimum of OS X 10.10.5 Yosemite.
 
the oldest fully compatible macOS would be Catalina because of the "new" reminders app
also on High Sierra you won't see your iCloud Safari tabs from devices on iOS 13 because they changed the way it's processed
