Originally Menu Bar have a silver color or transparent.
Whether it is possible to paint Menu Bar in white color? I know that there are special programs for this purpose, but I would have done it without them (eg via terminal).

No, you can't change it via the Terminal. I've seen countless threads posted by people who had problems after they tried modifying their UI. I wouldn't recommend it at all, since it won't improve performance and may cause problems.

If you will search deviantart, there is a guy there who has created a white and black theme for the menubar. Looks really nice too
