On iPad trying YouTube Red why does downloading videos not saturate my whole connection ?

It only downloads at about half my connection. :( Is YouTube having problems ?

I wanted to try YouTube Red because of the offline feature but if it can't saturate my full connection when downloading videos it is not worth it to me :(

Anyone else have YouTube Red and use it on their iPad ?
