What is the purpose of “on my Ipad and on my Iphone” and does the things in it take up more space? I can’t seem to find anything when I try to google it. Thanks

Those are the so-called ”local storage” area where you can store files in it. Some apps also store their data inside it. This feature was added in iOS 13 in response to the lack of file system on iOS. It does not get backed up like other parts of the system, so anything stored inside will be deleted if you choose to erase all contents.
 
You may want to check settings for some apps to make sure the default save location is iCloud and not On My [device], if that’s your preference. Pages and Numbers are a couple examples, but there are others.

Those do get backed up as part of the device backup. Just no way to restore files individually.
