One second at a time repeat for any Keyboard of any make BT or Wired

Hi, something strange has been happening for 3-5 months now. Repeating a key is done one second at a time. Can't go faster, Did everything found on the web concernant settings but changes nothing. Plus, the same on a Wired or Bluetooth Keyboard of any make. Have 2 old Apple mini BT keyboards, one old style Apple White BT, Wired Macally, one Wired generis, one wireless Staples (for my mini PC, one Omoton BT Apple look alike. Same results everywhere,

Assumes you fiddled with Settings > Keyboard.. "Key repeat rate" and "Delay until repeat" ?
