i use facetime with 2 people (in my contacts), but want to block it for everyone else. is there any way to set that up? seems a simple idea, but i can't figure it out... anyone?
 
The iOS 13 feature to block anonymous callers might be just what you're looking for. Any "unknown" numbers (i.e. numbers that aren't in your contact list, that you have called at some point etc.) are blocked from coming through.

The OP wants to block users from FaceTime, even if they are in his contacts (bar 2), so the above isn't really what he is after.

To OP - I don't see any way of doing this Im afraid......

i use that, but, i want to do the opposite; set facetime to ONLY allow 2 people to call. so, everyone else in my contacts would also be blocked...

Oh, I see; I understood it as OP only having these two people in his contacts and wanting to block everyone else.

The only way I see in that case would be to manually block the people in question within the FaceTime app. The downside to this is that it will (I think) also block them from iMessaging you, which might not be what you intend OP (depending on whether or not you use iMessage with them – third-party messaging services shouldn't be affected by this).
