On a UK keyboard, option 3 gets you the #

If you have the UK flag in your menu bar, you can choose Character Palette from the drop down menu to see what's what.

There's also a handy little widget appeared on Apple site, Character Pal which shows the most common 'odd' characters and the key combination to get them.
