Has anyone else seen this before? Just updated to Ventura 13.1, noticed this on my desktop but not my laptop following update.

The link goes to /usr/bin/open

This happened to me exactly the same 1 minute ago.

I got the notification that it was added immediately after I opened Creative Cloud. Is that the reason?

I will disable it until we know.

I saw it after I updated to 13.1, CC was running in the background (shrug).

Crude handling, this shouldn't be in Apple's software. I'm not surprised if this occurs in Windows
 
Creative Cloud
It might be one of the Adobe ones, as you have 5 listed in settings and 6 in total in /Library/LaunchAgents & /Library/LaunchDaemons
Open each plist file with TextEdit to see if they contain /usr/bin/open or simply <string>open</string>
