Opening files with Cmd-O requires multiple entries. Why?

Since upgrading to Monterey on my 2017 iMac, most things are working properly. I frequently open multiple files, usually *.pdf or images, using Command-A to highlight the multiple files to be opened, then Command-O and a confirmation dialog box click to open them in Preview. Has worked this way since at least Mojave, probably earlier. Now when I do that, nothing happens. If I repeat the Command-O and confirmation, the files usually open. Sometimes it takes a 3rd try.

I’ve rebooted the iMac from cold starts multiple times, and am on current version of Monterey. I’ve gone into Safe Mode, rebooted, then Normal Mode, same problem.

Any thoughts? Fixes?
