When you open the same link in the background twice it opens two of them, so there are duplicates. It never used to do this, it's really annoying because you're not always sure if you've opened something yet or not and so sometimes you click it twice so you don't have to switch tabs to check. Is there anything that hasn't been downgraded with iOS 7 and it's jailbreak?

Wait, are you on iOS 7? Because open in background is an option in safari settings already.

There is a stock option to hold down a link and it will automatically open in the background?
 
Yep. Settings > Safari > Open Links > In Background.

I did that, this is all I get

That is not the same feature that I am describing. I'm talking about it automatically opening the link in the background with no pop up menu when you press and hold the link.
