I have that file on mine too, right from when it was brand-new. Don't delete it. I don't know what it does, but it won't hurt you - it's supposed to be there.
I downloaded the "hide folders" program to hide the file and have just forgotten about it, it's nothing important.

Apparently it has something to do with Flash. You can safely delete it, but it sometimes shows back up. Annoying, but harmless.
It only appears after installing a new version of Flash IIRC.
I always delete it after installing, and it never comes back on my Mac.
Feel free to trash it!
