As far as I know, there is an algorithm behind that learns with time what photos are important to you and which of those you look at a lot. Everything else gets offloaded eventually, no matter how much space you have left.

for example, I have a 128 GB iPhone, 90 GB free, over 100 GB of photos and videos on iCloud and yet only 3 GB of photos are „on“ my device

if this is the way it is, then one needn’t worry about local iPhone space occupancy.
 
My pics on my 11pro are around 5 mb of space. If I count right, 20Kx5MB are about 100GB.
So no need to hassle with the cloud. Am I wrong?

If that be so, you may be fortunate with a 256GB IPHONE. Not all are so lucky.
we need clarity for using iCloud. Has anyone found the algorithm logic used by iCloud.
 
Does anyone know if its possible to have like 2TB icloud plan with a iPhone 11 pro max (256gb) and then fill out the entire 2TB with videos and pictures, and still be able to have all the photos on the phone via the "Optimize iPhone Storage" feature?

I do that and I have a 64gb iPhone. iCloud Photos optimizes storage very well and you can access to all your photos and videos anytime.

That sounds good! How many GB do you have filled out your icloud account with photos?
 
actually I have noticed as soon as I take a picture or a screenshot and open it a few hours later, it’s already in the cloud and needs to download. Sometimes it’s even within minutes like I take a screenshot, open a photo editing app and it needs to download it already. Never thought anything by it. Always been like this.

Sometimes it’s even within minutes like I take a screenshot, open a photo editing app and it needs to download it already. Never thought anything by it. Always been like this.

How much disk space you have free on your iPhone ?
 
when I had a 256gb ip8+, I always saved photos to the phone. now that I upgraded to ip12 pm with only 128gb, the phone nearly maxed out the storage, but then I enabled the optimized storage function and gained back almost 60gb of free space. I do have iCloud subscription to store stuff. I have lots of vids and slideshow stuff, but also notice that it doesn't download immediately if I was using photos on at4k to do slideshow.

So does it mean before enabling the optimised storage, your iPhone photos were occupying nearly 100 GB space locally. And after enabling the optimised storage, the 60 GB out of 100 GB space automatically got free.
from these discussions, there seems no consensus on whether the space gets reclaimed and becomes free by optimised storage function when the local space gets really short to the tune of 2-3 GB only out of 128 GB and remaining getting full with photos, or whether the optimised storage functions makes the local storage free even while the photos have occupied only 10 GB Storage with nearly 80-100 GB storage free Locally.
