I have 2 phones, iPhone 12 and 7 Plus, both with the same iCloud and App store logged in account.

iPhone 7 Plus: OBC (Optimized battery charging) turned on, significant locations off (so OBC probably won't work)
iPhone 12: OBC turned on, everything turned on in privacy

When I charge both phones overnight, the iPhone 7 Plus shows that it is scheduled to fully charge at (time) even though significant locations are turned on. Does iCloud have something to do with OBC? Because both phones is always scheduled to fully charge at the same time even though I always remove the iPhone 7 Plus from the charger earlier than my iPhone 12.

Also, is there a way to reset OBC? or re-learn my new sleeping pattern?

Graduate to charging Nirvana and forget about Optimized Battery Charging. (Its more of a psychological panacea than a feature that will prolong the life of a battery).

Get a HomeKit compatible smart plug and set up an automated charging profile in the Shortcuts App.
You’ll never have to think about charging again.
