Option to Turn of ANC AND Transparancy on AirPods?

Hey. I know that you can turn of both within IOS.

But is there a way to do this on the AirPods themselves ?

Afaik you can only switch between ANC-Transparency, and not ANC-OFF-Transparency

Go to Settings --> Bluetooth --> AirPods Pro and click on the blue circle with the i. You can adjust this setting there.

In Bluetooth setting click the ! Can change what holding down does with the left and right for noise control or Siri
