Option to use Home button to turn on accessibility features on iPhone 3GS

What does this mean? It's listed on the Apple site re: 3.1 updates. Will this provide the ability to turn 3G/wifi/bluetooth on/off via an app-like function (vs having to go into all settings screens)?
