OS 4.0 basic question

I do not recall seeing/reading my question anywhere the past few weeks regarding the new OS 4 (whenever it comes out):

Question: Will my iPhone 3GS (purchased Sep2009) be able to upgrade from 3.0 to 4.0?


If the answer is "no", does anyone know if Apple plans to offer some of the 4.0 enhancements as a 3.x patch for us 7-month old owners?
