Hi, i have a friend at my high school who has a android phone with a app called SAO launcher that completely changes the graphic layout of the OS to make it look like the GUI from a anime called Sword Art Online. I would assume there are many more like this but is there anything like that that could graphically alter the OS in any way?

Jailbreak and install a theme of your choosing.

Your solution is unrealistic. iOS 9.2 is not jailbreakable as of now.

It may not be possible at this point in time (no jailbreak for iOS 9.2 yet), but it is STILL the only hope/option for re-skinning the iOS interface. There is absolutely NO other possibility.

If that's what's important to you in a phone, then switch to an Android device, or wait for a jailbreak. Simple as that.

Yeah sorry but it's a school iPad so even with jailbreak for ios 9.2 released, it's not a option for me :p
So there's NO way I can even get even close to that level of customazation? (please nothing on keyboards)

No, nothing else that stock iOS supports as far as UI customizations (short of some accessibility features to make text bold or larger, or underline some things or button shapes, and the like).
