Go to the App Store & there are no OS or System level updates.
Open Updates pane in System Preferences & there is an OS & System level update...
See image.
Anyone have any clues?
Running 10.14 & will update now that I have accidentally discovered that one is available...

Ummm... sorry, in who's universe is that a good idea?
'Let's make updates more efficient by moving them to different places in the OS!'
It's like having the fuel warning light for your car in the trunk while the rest of the warning lights are on the dash.
Yup, makes heaps of sense...

This is how all of Apple’s other OSes work, and it’s actually how OS X used to work too.
