osx utility disk...HELP

I have a problem with my iBook. I was on a website and it froze so I used force quit unfortunately it froze on me, next thing i new it had shutdown. So I tried to re-start it and the apple logo just comes up with the loading circle but nothing happens.
I don't have my utility disk to help me rectify this problem, so I was wondering if I can download this disk somewhere or if there is another solution to my problem.

Nope, can't download it (legally), but you can download and burn DiskWarrior.

You could boot into Single User Mode and run fsck by hand (that's where your current boot is failing, typically indicating troubles with the file system or hard drive).
