No. Not because of any hardware limitations, but due to Apple's restrictive iOS.
That said, when the new iPadOS ships later this year, you should be able to access external USB drives with few limitations, if any. The new iPadOS, an iPad specific variant of iOS13, is just now appearing in a public beta (read: still to buggy for prime time...).
