What does the setting in Face ID > other Apps mean? Do these apps get access to something? Or is it just authentication? Why should you not want to allow FaceID for an app?

Just authentication. Your Face ID mapping is stored in a Secure Enclave on your phone. Using Face ID for authentication is safe and there is no reason not to use it in apps unless you prefer to type your password in.
