What's the point of the "Other SMTP Servers" list in the e-mail settings?

I've had this phone since July and have been through 3 different OS versions now. Whenever my primary server is unavailable my outgoing mail tries the primary server for about 10-15 minutes, then gives up and says it can't deliver it and places it in my Outbox. I've tried dozens of combinations and settings at this point, this is apparently how it's supposed to work.

So what's the point of having other servers in a list if the phone never tries to use them?

Mine uses both fine, but for my separate mail accounts.

Yeah, I've been able to do that too. But I kind of thought that the list would be used as a backup. Like, when I'm outside use AT&T's servers but when I'm on my wi-fi at home and it can't find that, use my ISP's server instead.

But it doesn't work that way. If I want to send e-mail at home I have to turn off wi-fi, send the e-mail, then turn wi-fi back on. Pain in the rear.

But I'm over that. I'm used to it now.So now I'm really just wondering why they have a list of alternate servers in there if it is never going to use them. Why show me a list? What's the point?
