Last week I tried to email a 33mb video from my Gmail account to on my iPhone Mail app to my works email and it was too big to send, now when I swipe to delete the email from the outbox it returns again. Even when I change the recipients email address to my own it comes back.

At the bottom of the mailboxes it says "Updated Just now 3 unsent messages"

I don't now need to send the message. Any suggestions to remove these messages from my outbox?

Close, then reopen the app?

It makes no difference. I have even removed my account and then re added it.
Have you signed into your mail account in Safari, preferably on iPad or computer? You may be more successful in clearing the outbox.
