I updated from Snow Leopard (10.6.8) to El Capitan and now my Outlook won't launch. I get the error:
Error occurred while launching - not enough memory.

I have rebuilt the database and restored from Time Machine backups. Nothing works. I want to move my emails to a new Mac with Office 2016, but I cannot find a way to do that without the ability to open Outlook and export to an .olm file.

I suppose you tried this article.
https://support.microsoft.com/en-us...h-memory-errors-occur-in-outlook-for-mac-2011

Is your Microsoft Office 2011 fully updated? Should be version 14.7.3 (current as of April 2017), which would be true of any app in Office 2011.

How about the "normal" Microsoft answer?: uninstall, reinstall from original installer.
I would just trash the Microsoft Office folder, then run your Office installer.
Run Microsoft update until no further updates appear.

Yes, I did try that article's recommendation, but I can't start Outlook at all, so it was not helpful.

I tried updating Office 2011 but it was unable to complete it (error). I reinstalled Office 2011 from the original DVD. It says "installation successful" but I still get the same Outlook launching "out of memory" error.

Did you do the updates?
Are you at version 14.7.3?

Here's another article - seems a little old, but the info may help you.

try a different user account on your Mac.
If you have just one user account, this would be a good reason to make another account.
Log out of your present account, then log in to your newly created account.
Try Outlook (new account, so it will start you up as a new account, but launching is the important issue, just to see if it will launch!)

You don't have to open Outlook 2011. The Identity must be in the Document/Microsoft User Data/Office 2011 Identities folder. The Identity must have the database file so if you recovered from Time Machine you would have to have a successful rebuild first.

Open Outlook 2016 and it will import your Office 2011 Identity unless there are problems with the Identity.

.....I cannot find a way to do that without the ability to open Outlook and export to an .olm file.

I forgot to mention that the .olm file export is often incomplete. If you get a log file with the export, it will tell you want failed to export.
