Product: Outlook 365 for MC
Does anyone know if Outlook for Mac can reply to a message retaining the attachments from the original message? In other words reply with attachments?

No, and it generally doesn't make sense to do that because the original person has the attachments - they sent them to you!

You can however do essentially this by using forward instead and putting the original recipient in the forward list and changing "Fw" to "Re" in the subject.

Seconded. Don't ever reply with attachments. Even my Gmail account is becoming full because some folks are replying with full set of attachments from earlier threads.
