For many years I have had Safari set to launch in full screen mode. Since upgrading to El Capitan I have been unable to find a way to make Safari behave in this manner. Is anyone else experiencing this issue. Has anyone found a solution?

System Preferences > General > Uncheck "Close windows when quitting an application"?
