macOS PackageMaker

Hello,
I got an PackageMaker error, How to resolve the error

/Developer/Applications/Utilities/PackageMaker.app/Contents/MacOS/PackageMaker -d PhoneGapLibInstaller/PhoneGapLibInstaller.pmdoc -o PhoneGapLibInstaller.pkg
/bin/bash: /Developer/Applications/Utilities/PackageMaker.app/Contents/MacOS/PackageMaker: No such file or directory

Well, does the file exist at the path specified? If not do you have the Developer Tools installed?

I my machine It has Developer/Applications/Utilities/PackageMaker.app only, it does n't contain Developer/Applications/Utilities/PackageMaker.app/Contents/MacOS/PackageMaker . I have installed the developer tool

Should i install any other thing?

Any .app is a package: it does contains Contents/ you just can't see it.
