I have researched on Google and youTUbe trying to find the answer but, alas, I cannot

I want to set Apple Pages so that my default page numbers font is Times New Roman 14pt.

As of right now, it is set at Times New Roman 15pt. and every day when I draft a new document, I have to manually change it to 14pt. No, it's not the end of the world but when I have to do it multiple times every day, it does get annoying.

I have my default font set for all Pages documents in "Settings"

However, I am trying to figure out how to set the default page number font and size (without making a template)

Select some header/footer text (actually, any text will do). Open the Pages Inspector. Select »Header and Footer« in the »Paragraph Styles«. Then go back to »Text«, select the font you want and adjust the font size etc. From now on this is used for header&footer.
Click »Update« in »Header and Footer« to update all existing headers and footer. Any page counter placed there, will use this setting.
