Paid in full iPhone 6s from apple is it unlocked?

If you bought an AT&T model full price then you will have to check with AT&T. Despite being paid in full I believe the request for unlock still has to be made.
Only SIM free from Apple (which BTW, happens to be the Sprint model) and Verizon LTE capable iPhones come unlocked out of the box.
Did you buy it for a specific carrier? If so it may be locked depending on the carrier, but because you own it there is no reason they can't put the unlock in. It only takes a few minutes and most carriers have a form you fill out online and that automates the process of unlocking it.
Same applies over in the UK I believe, even if you had paid outright on a contract you still need to request for the phone to be unlocked.
I have been battling att to get my paid for phone unlocked. first I got message sany account holder info was wrong att told me because the 30 day grace period. now att's sight is having errors.
I don't think it is. If you buy the unlocked model direct from Apple it would be. If you bought a carrier specific model from Apple, even at full price, you will need to go through the dance with AT&T to get it unlocked. There should be no issues, but you would have to go through the process - at least that how I understand it to work.
But obvious it should be unlocked, if not please contact the nearest apple store & ask them for the same.
The Apple store cannot help the OP if OP bought a carrier model iPhone. Only the carrier can submit an unlock request and if it's not unlocked Apple can't just unlock it until it gets a request from the carrier.
OP does not have a SIM free iPhone.
From what I recall, AT&T's unlock policy on fully-paid phones is to honor an unlock request after the 14 day grace return period. I had trouble using their on-line form. I called and had the issue escalated and got unlocked in a couple of hours. This was on an Samsung phone but it shouldn't matter.
