I'm looking for a PDA to replace my old Handspring Visor (yup, you read that right). I need only the basics, syncing with Address Book and iCal via Bluetooth. From my research it looks like the Palm Tungsten E2 fits the bill, at the lowest cost.

1. Does anyone have any issues syncing this PDA with Bluetooth?

2. Are there any other products I should be considering? (I prefer not to spend over $200.)

For $200 a e2 is probably one of the best PDAs you can get, new.
I don't have one but I had an E1 and i really liked it, it has a nice screen.
 
I have the E2 and have had good success syncing with Bluetooth.
An occasional glitch requiring me to sync again, but basically works well with my Powerbook.
I have not used iCal but Palm Desktop works fine.
I think, for the money & the feature set, it is the best Palm OS-based handheld you can get right now.
