Unless you absolutely need to work with Word files, or absolutely need to create PDFs without using Acrobat, then stick with 10.2.8. Panther has more issues than Java, such as modem errors for dial-up users (very annoying), Preview crashes when trying to reopen a .jpg that Preview displays as corrupted (even though it isn't), JarBundler (the OS X application-maker) crashes when you try to load a .icns file into it, logging in and out is slower than in Jaguar (so overall boot time between Jaguar and Panther is almost the same), and I'm sure there's more I forgot. None of that bulls*** happened in Jaguar.
So, again, if you can work without editing/making Word files or PDF, and as long as you don't keep all your files on your Desktop (which nobody should do), then 10.2.8 is pretty much the best OS for you (and for me, though my Jaguar disks broke).
