Paragraph tool doesn't work?

I downloaded the Avery mailing label 8160 in the open office pro software. I tried to use the paragaph tool to center it but it didn't work. Can anybody help me please?

Doesn’t that center it within the text box, not with in the label? If so, make the text box the same width as the label.
