parallel can be absolutely independent from bootcamp, and vise versa. you don't need for one to exist (or not exist) to have the other one work perfectly.
the only connection they'll ever have is if you already installed Windows via bootcamp, and you want to use the same windows partition in parallel. if that's what you wanted to do (note you can run completely separate copy of windows in parallel and bootcamp (well, you don't run windows in/with bootcamp, but you know what i mean))... but if that's what you wanted to do, you need to install bootcamp, and install windows, and make another virtual machine with parallel and point to the bootcamp partition as your boot drive.
No you can download boot camp and install windows xp/vista fine.
If you have the latest version of paralells you can use the vm from paralells to install bootcamp.

last time i checked, the installation of
bootcamp is independent of parallel, parallel does not install bootcamp. parallel does create windows partition in which bootcamp can run. it is only possible for parallel to run windows partition that's created by bootcamp.
