I use all my apps in Full Screen Mode, I have in System Preferences the option:

"Automatically hide and show the menu bar in full screen" = Disabled (uncheck)

The Menu Bar always show active with all the full screen apps, but in Parallels Desktop, when I switch to Parallels Desktop, the Menu Bar will be active, but as soon as I move the mouse (anywhere), move only, not even click, and the Menu Bar will disappear, any idea why this is happening? Thanks

Have you unchecked "Automatically hide the taskbar" in Windows 11 - Settings/Personalization/Taskbar/Taskbar Behavior?

I am talking about the Menu Bar in macOS, in the Windows guest instance, the option you mentioned, is checked as well, but they are two different things

I can see why Parallels might do this as design decision:
1) To make full use of the screen so that the virtual desktop's dimensions are the same as the host;
2) To give the full Windows "experience" without intrusion by macOS's menubar.

If it bothers you sufficiently, consider changing to VMware Fusion (free for personal use) which does obey the "Automatically hide and show the menu bar in full screen" = Disabled (uncheck).
