Parallels & External Drives

If I have external DVD & Hard drives that operate under OSX, will those drives be able to communicate with Windows programs when I am in the Parallels/Windows mode?

Put another way: If Parallels & Windows are launched, will Windows be able to access the external drives?

This is confusing. If both OSX and Parallels/Windows are operating simultaneously, would not this produce conflicts with the external drives?

Please be patient with my poor understanding of this new machine; it is only 18 days old. I am learning, but still face vast dark areas.

Within Parallels, you can choose which USB devices to take control of

That is really good news. So far, I have only read good things about Parallels, but I have hesitated to install the program until I have a better understanding of the Mac.
