Like others said you can run Windows 10 and also 11 under parallels but the arm version which you can get for free by joining the insider program. You can then run x86 apps ok the Windows Arm version as there is translation layer for both 32 bit and 64bit application similar to how Rosetta 2 works.

The licensing situation is unclear because you can't buy a Windows 10/11 ARM license.
You can get the release version of Windows 11 ARM without joining the Insider Program using uupdump.net to get an ISO from Microsoft. I did this on my M1 MBA and it is activated using a license on my Microsoft account. I receive all the regular Windows 11 updates.
