A month or so ago, I was playing with a mutual friend's iPhone, and they had an interesting app which would clear all the data on an iphone if the password were entered incorrectly ten times, it would clear all the data off the phone which was backed up on your computer.

I've been googling and searching for this app in the app store on itunes but haven't been able to find it. I know apple will offer a similar option with the mobile me, but I prefer not to spend $99/year for this feature.

It's not an app. It's a built in feature. Just set a passcode in settings and set "Erase Data" to "On". You'll have to enter the passcode everytime you wake your iPhone and if you get it wrong ten times, the data will be erased.
