I don't believe so. I don't think that any cloud service offers password protected folders, thats what your account password is for.

Not directly, but you could use a tool like Cryptomator to encrypt files on iCloud drive (also works with other cloud sync services such as Dropbox or Onedrive). The files can only be decrypted by entering a password.
