I turn off all iCloud for all my devices, except find my Mac, so I was surprised when I set up my new Mac and all my passwords are there. How does that happen?

There you are, then...
Part of the automatic setup when you first enter your AppleID would include pulling in passwords saved with your AppleID account, transferred to your keychain after you sign in to your AppleID account. I think that is not related to your iCloud setup, just your basic AppleID account.

So my passwords are saved with my AppleID, even when I have turned of iCloud KeyChain?

So I cant have the security of passwords only being on my device.

Yes, the passwords were available to your new Mac when you signed in with your AppleID. The iCloud keychain is more portable, I think, and is a different issue. (I also don't use iCloud keychain.)
